Spherical Object Tracked on Height Finder Radar

6:15 a.m. EST. A spherical shaped object was observed from Canadian Force Station (CFS) Falconbridge. The object appeared to be rotating and had a surface similar to the moon. The object was ascending and descending. The object was observed on height finder radar at altitudes from 42,000 feet to 72,000 feet. (National Research Council of Canada Record Group 77, Vol. 308, reel number 1742)

I believe this was a large Skyhook-like research balloon -- or else a UFO imitating a Skyhook (very unlikely).  The height-finder data shows a consistent rise in altitude and nothing unconventional about its motion.  The actual data shows a normal 1,600 ft/min ascent rate from 42,000 to 50,000 ft (1115 to 1120Z), then about 2,400 ft/min from 50,000 to 72,000 ft (1120 to 1129Z).  1600 to 2400 ft/min is NOT a "rising vertically at tremendous speed."  It was circular in shape like a balloon.

Perhaps so, but where is the documentation to back up this launch? (See details below)

The object was ascending AND descending, according to the document (see line two below). That would be a little unconventional for a balloon. Also the object appeared to have a surface area similar to the moon.
