This document is interesting for a number of reasons.
But first, anyone know about the Nov 4 letter?

Brad Sparks:
Yes but possibly only through this reply. I think the Navy was
asking for the latest on the flying discs investigation. I
suspect that AMC deferred to the AFOIN Requirements Division to say
whether the Navy request should be complied with (AMC screwed it up
there was no such thing as an "Office of Intelligence Requirements"
just because the office symbol was AFOIR, the "O" was for AF Operations
under DCS/Operations not "Office").
What no one realizes from any of this nebulous cover memo was that the
SIGN "Interim Report" mentioned was the Ghost of the EOTS, the Interim
Report of Nov 30, 1948, which said UFO's may be inter-planetary.
We have a couple short quotes only because this Navy copy got to the
Naval Bureau of Ordnance where Dr Richard Dow quoted it in a Jan 1949
memo that made it to the CIA where I then got it.
Also note that the Incident SUMMARIES (not full case files which were
too voluminous and had to be microfilmed) for 1-172 were attached as
Appendices A and B to the Sign Interim Report.
