This report is not listed in the original BB files as unknown but IS listed in the Comprehensive Catalog of Project Blue Book Unknowns by Brad Sparks:

This is only one episode from the extensive files on UFO incidents, radar-jamming, and a rise background nuclear radiation at the AEC plant at Oak Ridge. The listing in our primary source for that date (Hatch, NCP-03), showed the above #1689 entry, which didn't mention radar jamming, only blips and the reported rise in background radiation. Note the close proximity in time to the east coast alert of December 6, linked below. Apparently something truly usual and disturbing was taking place in the U.S. and near a key atomic plant. The incidents started before these dates and continued after. This report will deal with the incidents for these two dates.
