REPORT SYNOPSIS
================

At approximately 3:48 p.m. the MADAR Director received a TX at his work 20 from a person at the MADAR site. The Delayed Alarm Signal beeper had been activated and the person was advised to leave the system running but to turn the DAS Panel off.  Upon arrival at the MADAR station at 5:55 p.m. the power center panel lights in the MADAR room were found to be ON and the red (light) alert panel in the upstairs control room was also ON, indicating system was running properly after the trigger event.

Analysis of the recordings show an anomaly on the TERS recorder, represented as two distinct sensor pulses, followed by sound spikes from the DAS before it had been turned off. Since the pulse known as the "phantom pulse" turns on the system and is not heard or recorded, this indicates a three pulse disturbance in the local EM field. There was also a 4-pulse anomaly on the RADNET/WWV recorder lasting 1.8 secs, so these 4 pulses most likely represent EM static which followed the original "phantom pulse", meaning five actual spikes. Since the one recording shows an extra pip, there is a strong possibility that the first two pips occurred so fast that the one recorder missed one.  Different recorders have different start-up speeds. This was an extremely short anomaly, but it did trigger the system. The rapid rate of the pulses spikes heard and recorded are interesting in that nothing like this had been recorded before. Datatapes indicate a 3:41 p.m. trigger.

Had this been an isolated incident, MADAR 28 would have been listed as a 3-4 pulse disturbance less than 2-seconds duration, with a low rating. However, the MADAR system was triggered again at 8:09 p.m. Due to the time of day it is doubtful there will be any visual correlation, and a sighting intelligence summary usually takes 30 days to compile.

ANALYSIS

=======================
TERS RECORDING - CTR-85
=======================

Figure 1 illustrates and documents the Delayed Alarm Signal (DAS) background BEEPS picked up by the TERS unit (Total Event Recorder System). The main purpose of the TERS is to pick up the sensor pulses near the mic, and two distinct pulses can be seen above and heard in the audio clip linked below it.

==================
COMMO RECORDING
==================
Nothing of interest was found on the recording, other than the time fix obtained from MVPD transmission.

AIRCRAFT
TEAC W518R Left Channel - Flight data from AC scanner

LAW ENFORCEMENT
TEAC W518R Right Channel - Law Enforcement data from police scanner

BACKGROUND RADIATION

MODEL 4 RADIATION LABS GEIGER COUNTER
No data. RCA disconnect. Spreadsheet readings being checked.

Figure 2

Figure 2 is a dual-channel printout that is supposed to show the background radiation spikes on the top section and the WWV time signal below it.  Due to a strange series of events the WWV signal from Fort Collins was not coming in at the time, but the E-M disturbance can be seen to override the carrier signal. Again, the phantom pulse which turns on the MADAR Mode Control Panel upon activation is not seen or heard, so there were five pulses. Stranger yet, an RCA plug that connects the radiation pulse line from RADNET to the audio/video distribution panel in the MADAR room below it, came loose. There was no recording of the background during the event.
