DIRECTIVE Effective 1 July 2018, updated 13 Sept 2022 Distribution: MUFON, MADAR, NUFORC, NICAP Subject: Investigations & Priorities Regarding Electronic Detection - RADAR, PASSIVE RADAR, MADAR EVENTS
Project MATCH combines the efforts of qualified personnel from four agencies to work together in a UAP electronic detection program. The MADAR Project has placed over 140 dataprobes at selected sites around the globe to detect and record geomagnetic anomalies. It is the prime responsibility of MUFON to investigate and document potential sightings of interest (PSOI) that MAY be relative to the MADAR Project. NUFORC has agreed to supply additional PSOI and to graphically and chonologically list the correlations. NICAP is hosting the MADAR site and posting the subsequent data and reports. A FEW DEFINITIONS PSOI - Potential Sightings Of Interest. Scientifically valuable reports of UAP that are possibly related to a nearby RADAR, Passive RADAR or MADAR detected target or anomaly. These sightings tend to support the detection of an uncorrelated target or anomaly, and the electronic detection also supports the visual sighting of an unidentified aerial object. MADAR ANOMALIES 1) Direct correlations in time between a MADAR alert (code blue) and a local or regional sighting. 2) Correlation in time WITHOUT an alarm but with compelling, significant spikes within data without field numbers high enough to trigger the dataprobe. MATCH REQUIREMENT - The detection and recording of a verified geomagnetic anomaly at one or more of the 140-plus MADAR sites around the worlds, apparently related to a potential sighting of interest that has been determined to be of scientific interest. SUBMISSIONS - MUFON States are asked to look for PSOI within their local CMS that appear to have scientific value. These periodic submittals can be simple narratives with dates, times and locations that can be used to compare with nearby MADAR data. MADAR UAP OFFICER - Jeremy Haslam - has the responsibility of going over thousands of entries listed in the monthly NUFORC database printouts. Each month he provides a short list of candidates to the MADAR Director, the number of submittals usually 12-18, and those requiring any action onsiderably less. THE PROJECT MATCH PLAN
WHO This directive is primarily directed at MUFON investigators, including Field Investigator Trainees, certified FIs, SSD's and SDs. 1) MUFON states need to provide selected reports that they consider important enough to seek nearby MADAR confirmation on. The reports to MADAR Operations Center only need to be very basic at the outset, with very brief narratives, dates, times, and locations. 2) Under Project MATCH, if sightings from other sources that meet the MATCH Requirement are found, MUFON has the prime responsibility for investigating those cases. Again, these are always related to radar, passive radar, or madar, and have been relatively rare. WHAT Thousands of reports are filed with MUFON each year and some of these reports meet the MATCH requirements, many of which we assume have already been investigated by MUFON. At the same time, thousands of reports each year are filed with the National UFO Reporting Center at Seattle, Washington. However, NUFORC does not investigate reports, but some of these reports meet MATCH requirements. ANY report by any agency gathering sighting reports might need certification to back up a RADAR, PASSIVE RADAR, or MADAR incidents. That is the main purpose of this directive. WHEN MUFON-investigated cases are generally discovered to be completed and within the time restraints of the CMS system. Any PSOI found to be in the CMS system that HAS NOT ben investigated and meets the MATCH requirement should be investigated if requested and within a reasonable time. NUFORC entries are selected each month, and short narratives are prepared. If MADAR Operations Center determines a potential match, a CIR (Contact Information Request) is submitted to NUFORC. If approved and returned, it is forwarded along with a narrative to the appropriate state director for investigation. MADAR SITES The number of MADAR sites in states varies, but is changing every week. New ones come online, others move to other ststes, and some due to several factors go offline. When a compelling sighting is found, the MADAR Operations Director places a tracer node on the MADAR Map to see where the sighting is in relation to nearby MADAR sites. Incidents that have no nearby MADAR sites are filtered out. Those that have potential are followed up to see if anomalies are found. Note: Sightings often occur in one state with MADAR in nearby ststes. HOW The purpose of this directive is twofold: 1) To clarify Project MATCH and the basics of the MADAR Project. 2) Remove the "red tape" and normal protocols associated with the GMS System so that special evidence cases related to MADAR anomalies can be documented ASAP. To be clear, if witnesses are willing to re-enter their sighting data into the CMS and submit to normal MUFON investigation procedures, there is no conflict. If, however, some witnesses (pilots, radar operators, or anyone who has already reported to NUFORC wishes to forego the online input form), the FI should be able to do this for them. INABILITY TO COMPLY If a state DOES NOT have a MUFON presence or investigation capability, or the SD or FI is unable to comply with this directive, he/she should advise us so that we can make other arrangements. END RESULT All agengies operating within Project MATCH are constantly endeavoring to confirm, record, archive, and present correlative/supporting data for events for scientific review, and even PR. This is not for the purpose of promoting MADAR, which is having a severe parts shortage that has no end in sight. This is the UAP research community's way of scientifically studying and supporting anecdotal data, something even the Air Force secretly adopted in 1952. But MADAR offers even more. It is an alert system which gives rapid response teams the ability to betray the presence of a UAP so that additional data can be gathered by handheld equipment. |
