Updated 4 Dec 2016 Richard Hall: Fran Ridge:
Capt. Fred Underhill, Air Ferry Ltd. Cone reportedly
maneuvered near plane, haze or mist around bottom. No
real explanation has surfaced to explain away this
sighting other than a vague balloon possibility that
does not satisfy the parameters of the pilots' reports.
Description of inverted cone and maneuvers would seem to
preclude any type of balloon but a recent discussion by
the A-Team strongly suggests insufficient data for
evaluation. This case is currently rated a "3": Possibly
explainable but with elements of strangeness. But new
doc found (*) by Deputy Director of Civil Air Traffic
seems to preclude the balloon evaluation. However the
date is now in question and I would go with the DDCATO
